Found yellow-crested cockatiel with blue tail

Found a yellow-crested cockatiel this afternoon around 3:15 pm near the Safeway on the Sterling Highway in Soldotna, Kenai Peninsula. It's the size of about a palm, green body with a bright yellow head and orange cheek patches, plus blue-tinted tail feathers. It also wears a light gray leg band stamped 'AZ-7'—one of those little identifiers. The feathers look clean and well-kept, but the bird is a bit skittish. I know this is someone's pet and I'd feel relieved to reunite it with its owner; if this is yours, please reach out with a description of the band and patches.
