Blue compact umbrella with teal handle

I found a blue compact umbrella this afternoon around 3:15pm near the Watertown Public Library on Main Street. It's about 10 inches long when closed, with a bright teal handle and a tiny enamel cat charm hanging from the strap. The fabric has a few minor scuffs but the spokes look intact.
