Green parakeet with blue tail

Found a small green parakeet with a bright blue tail this afternoon around 3:45pm near the Waterloo Public Library on Main Street, just outside the entrance by the bus stop. It is palm-sized, with a white ring around its neck and a tiny red leg band with the numbers CF-3. The bird is friendly, will perch on a finger for a moment, and chirps at other birds when they fly by. It seems well cared for, but clearly curious and a bit startled by people.
