Red puffer jacket with blue patch

I found this red puffer jacket this afternoon around 3:05pm in the parking lot behind the Peoria Riverfront Park entrance off Adams Street. It's a Columbia-brand red puffer, size M, in decent condition with a small snag at the left cuff and a distinctive blue patch stitched on the right sleeve. Inside the pocket there's a white name tag that reads 'Alex Rivera'—could be the owner, maybe this helps someone identify it.
