I found a small blue parakeet this afternoon around 2:15pm near the Peoria Public Library on Main Street, by the fountain outside the entrance. The bird is bright cobalt blue with a white cheek patch and a tiny silver leg band engraved 'KP-4' that makes it easy to identify. It sat calmly on my finger for a moment, then hopped back onto the railing. It seems healthy and friendly, but I couldn't find a cage or owner nearby in the area around the library and bus stop.
