Black leather briefcase with red interior

I found a black leather briefcase this afternoon around 2:15pm on the sidewalk near the river walk along the Snake River in downtown Idaho Falls. It's a sturdy Samsonite briefcase, about 14 inches wide, with a few light scratches on the corner and a red satin interior that really pops. Inside you'll find a navy notebook, a USB drive, and a laminated badge reading 'J.R.' on a brown lanyard. There's a small yellow sticky note on the inside lid with the initials J.R. written in blue.
