Found a blue parakeet with a yellow leg band in a backyard in Cumberland Valley.

I found a lovely blue parakeet flying around my backyard in Cumberland Valley. It seemed a bit stressed and was chirping a lot. I managed to get it to perch on my shoulder and have been keeping it safe until I can find its owner. It has a small yellow band on its leg, which might help identify it.
