Blue plush dragon with lime wings

I found this blue plush dragon this afternoon around 3:15pm in the Target parking lot on Academy Boulevard here in Colorado Springs. It's about 10 inches tall and super soft, with a bright blue body, lime green wings, and a yellow belly. There’s a tiny stitched red heart on its chest and a small white tag near the ear that looks like it might say 'Aurora'—not completely sure.
