Black velvet evening gown with crystal-embellished belt

I found a black velvet evening gown this afternoon around 3:15pm, lying on the curb outside the Brunswick Town Hall on Park Street after a quick coffee stop. It's a floor-length gown with a subtle sheen, size M, and there's a detachable crystal-embellished belt at the waist that really catches the light. The tag says Elara Couture. Inside the lining, there’s a small gold seahorse embroidery near the seam and a tiny lipstick stain near the right hip pocket, which should help identify it. I don’t know who it belongs to, but it clearly belongs to someone heading to a formal event; I’d love to reunite it with its owner.
