Found bright red dog collar with a small tag and charm near the park in Yuba-Sutter.

I found a bright red dog collar with a small tag while walking my dog near the park in Yuba-Sutter. The tag has an owner's name and phone number on it, but I couldn't get a hold of them. It looks relatively new and had a little charm attached. I want to reunite it with its owner!
