Navy blue evening gown with silver beading

I found a navy blue evening gown this afternoon around 4:15pm behind the Perot Theatre on Stateline Ave in Texarkana. It's a floor-length satin dress with a V-neck and a detachable silver-beaded belt. Size appears to be a US 8, and the belt clasp has a tiny sapphire charm. The gown is in excellent condition—no stains or tears, just a bit of wear on the hem that looks repairable. Inside the lining there's a small handwritten tag that reads 'Lila.'
