Navy parka with orange lining found near Gateway Arch

I found a navy blue North Face parka, size L, with a bright orange inner lining. It's in decent condition, a little pilled but otherwise sturdy. I found it last Tuesday around 4:15pm near the Gateway Arch riverfront in St. Louis, specifically by the Laclede's Landing area. The jacket has a small bear patch on the left sleeve and a compass-shaped zipper pull. Inside the left pocket I found a receipt from a cafe on Market Street dated last month. If you're missing it, I’d love to get it back to its owner.
