Green parakeet with blue tail near Springfield Central Library

I found a small green parakeet this afternoon around 3:50pm near the Springfield Central Library on Oak Street, right by the bus stop. It's about the size of my hand, with a bright blue tail and a subtle blue wash along the wings. It has a tiny silver leg band with the number 42, and a slightly frayed feather on its left wing. The bird seemed healthy, curious, and a little skittish, like it was waiting to be picked up by its owner.
