Blue ceramic wall vase with koi motif

I found this blue ceramic wall vase with a koi motif this afternoon around 2:45 pm in the alley behind the Granada Theatre on State Street, Santa Barbara. It's about 8 inches tall and 6 inches wide, with a glossy cobalt glaze and a tiny glaze nick along the rim. The bottom bears a small hand-painted signature, 'K. Rivera', and there’s a faint fingerprint smudge from handling. It looks like it might be a handmade piece from a local artist and seems relatively new, no cracks.
