Found beagle mix with red collar

I found a beagle mix this afternoon around 3:15pm in the Walmart Supercenter parking lot on S. Ninth Street in Salina. It's a medium-sized dog, about 25 pounds, tan and white with a small white star on the chest and a slightly droopy left ear. The bright red collar has a brass tag engraved 'MILO' and a tiny dent near the buckle. The dog was friendly and followed me when I called, clearly well cared for. It’s in a blue plastic tub with a small heat pad and a shallow water dish. The snake is about 12 inches long, orange with brown saddle markings, and its eyes look clear.
