Found a blue dog collar with a small bell in the Alberta Arts District.

Description

While walking in the Alberta Arts District in Portland, I found a beautiful blue dog collar with a small bell attached. It looks fairly new and had no tags or indication of its owner. I took it home thinking someone might miss it, and I'd love to return it to its rightful owner!
