I was out walking my rescue dog Nova yesterday around 5pm and somehow dropped her blue reflective harness near the Riverfront Park fountain on Water Street in downtown Peoria. The name tag on the buckle reads 'Nova' and it has sentimental value—my sister gave it to us before she moved away.
