Northeast SD government ID badge with lanyard

I lost my Northeast SD government ID badge yesterday around 3:10pm. It's a black plastic ID card about the size of a credit card, with a silver holographic seal and my photo. It's on a blue fabric lanyard with the department initials in white, and the top says 'City Clerk.' There's a small scratch on the lower-right corner and a faint coffee stain on the back. I last had it outside the Riverside Bank near Eastgate Plaza on Main Street, and I’m really worried because this badge gives me office access.
