I found a small blue budgie with a yellow chest this afternoon perched on a bus stop sign near the University of North Dakota campus in Grand Forks. The bird looks clean and well cared for, with a bright red beak and a tiny white patch on the throat. It has a distinctive blue feather on the left wing and a faint white ring on its right leg, which might be a leg band.
