Blue plush dragon toy found near Beale Street Landing

I found a blue plush dragon toy this afternoon around 3:15pm near Beale Street Landing along the Mississippi River in Memphis. It's about 12 inches tall with a soft royal-blue body, an orange belly, and a tiny green star stitched on its left foot. It wears a frayed red scarf and has big white button eyes, and it looks well-loved but still in good condition.
