Navy blue dog harness with neon trim and bell

I lost my navy blue dog harness yesterday around 3pm. We were walking near Capitol Square, along State Street by the Madison Public Library, when Milo bolted after a squirrel and I felt the harness slip off. The harness is nylon, small size, with neon green trim and a tiny brass bell that jingles as he trots. There's a small blue fabric tag inside that says Milo, and it's branded Ruffwear. Milo is a rescue, and he gets anxious on walks without it, so this is really important to me. If you found it, I'd be grateful to get it back.
