Black Fossil wallet with blue library card

Found a black Fossil bifold wallet this morning around 11:20am behind the Riverside Market on Market Street, downtown La Crosse. It's a genuine leather wallet, about 4 by 3 inches, with light wear on the corners and a faint coffee stain on the back. Inside there's a blue La Crosse Public Library reader card with the name 'K. Nguyen' and a small photo of a beagle. There’s also a tiny silver dog-tag keychain attached to the zipper pull. If this belongs to you, I’d be happy to meet up near the riverfront to return it.
