Silver-tone necklace with heart pendant

I found a silver-tone necklace this afternoon around 2:45pm outside the Starbucks on Main Street, near the Brown County Courthouse in downtown Green Bay. It's an 18-inch silver box chain with a small heart pendant. The pendant has a tiny sunburst engraving on the front and the back shows a light scratch along the edge — I thought it might be a meaningful piece. It looks like it could be sentimental for someone, so I'd love to help get it back to its owner.
