Plush dragon with yellow ribbon found near Lakeside

I found a soft mint-green plush dragon this afternoon around 3:40pm near the Lakeside Shopping Centre main entrance by Costa Coffee in Essex. It's about 12 inches tall and has purple wings, a bright yellow ribbon tied around its neck, and a tiny star patch on its chest. The fur feels a bit dusty from walking around the mall, and there's a small scuff on the nose, but otherwise it's in good condition. I figured someone might be missing a beloved toy, and I hope its owner sees this and retrieves it soon.
