Black velvet evening gown with emerald belt

I found a black velvet evening gown with an emerald belt this afternoon around 3:15pm behind the Martinsburg Public Library on West King Street, in the Eastern Panhandle. It’s a David’s Bridal dress, size 6, with a slim emerald satin belt and a small gold rhinestone clasp that catches the light. There’s a tiny snag on the hem and a faint coffee stain on the inner lining, but the exterior fabric looks clean.
