Lost dog: tan-white beagle mix with blue collar

I lost my tan-white beagle mix yesterday around 6pm. He bolted from our yard near the Diamond Jo Casino along the Dubuque riverfront, and I’ve been pacing the block ever since. He’s about 25 pounds, short-haired, with a blue nylon collar and a tiny round orange tag that says 'Rosie.' He has a white blaze on his chest and one ear that flops more than the other, plus a small scar above his left paw. I’m really worried—he’s a rescue and means a lot to us.
