Found black rolling suitcase near Dubuque Riverwalk with luggage tag reading 'Jessica Lynn'.

I found a black rolling suitcase while walking near the Dubuque Riverwalk around 5 PM yesterday. It looks like it might belong to a traveler, as it was somewhat dirty and zipped but left unattended. There’s a luggage tag on it with a name that seems to read 'Jessica Lynn' but no contact information. I’d like to return it to its owner.
