Found small brown and white dog near Decatur Square

I found a small brown and white dog this afternoon around 3:45 pm near the Decatur Square on East Court Square. It's a medium-small pup, about 25-30 pounds, with a short coat, mostly brown with a white chest and white paws. The dog is wearing a red collar with a brass tag, though I can't quite read the name on it. There's a distinctive white heart-shaped patch on its chest and a slightly crooked tail that curls up at the end. The dog seemed a bit nervous at first but warmed up after I spoke in a calm voice and offered water from my bottle.
