Limited edition blue vinyl LP

Found a limited edition blue vinyl LP this afternoon around 4pm in the Canalside courtyard area behind the Erie Canal in Buffalo. It's a 12-inch gatefold with a striking blue swirl vinyl and a white cover that has a small crease along the bottom edge. The label on the disc reads 'Columbia Special Products' and there’s a faint 'Promo Copy' stamp on the back. It’s clearly a collector’s item; I can tell someone spent time building this set, and it looks like it hasn’t seen much play.
