I found a beautiful blue parakeet perched in a tree near the bike path by the river in Altoona-Johnstown. It seemed really friendly and kept chirping. I think it might belong to someone nearby because it was flapping its wings like it wanted to get back to a person. If anyone is missing a sweet little bird like this, please reach out!
