Black GoPro-style action camera with waterproof case

I found a black GoPro-style action camera this afternoon around 3:15pm, sitting on the ground near the entrance to Mall del Norte's parking area on Del Norte Boulevard in Laredo, TX. It's in a rugged matte black housing with a red power button and a compact waterproof case. There’s a blue and white sticker on the corner that says 'RIG-12' and a small wrist strap attached to the side. The lens is clean and the body has a few scuffs from being on the pavement, but the camera powers on and the screen comes to life when I tested it briefly.
