I found a red nylon dog harness this morning around 7:45 in the Walmart parking lot behind Main Street in Elmira-Corning. It's a medium size, with black buckles and a bright reflective stripe along the chest strap. It's a generic nylon harness with no visible brand tag. There's a small green paw-print tag attached to the D-ring that reads 'Rex' in faded letters, and one metal D-ring has a dent from wear. It looks used but still in decent condition overall.
