Blue-green budgie with yellow chest, missing

I’m so upset—my blue-green budgie Pico flew out of his cage yesterday around 3pm near the Tyler Public Library on S College Ave, by the fountain near the entrance. He’s a tiny bird, about five inches long, with a bright yellow chest and a red leg band labeled A12. One wing feather sticks out a bit, and he tilts his head when he chirps.
