Found small black terrier with red bandana

Found a small black terrier with a bright red bandana wandering near the Kansas State Capitol grounds in Topeka this afternoon around 2:30pm. He's about knee-high, with a wiry coat and a bit skittish but friendly once he warms up. He has a small white patch on his chest and a tiny scar above his left eyebrow; plus a red collar with no name tag. I checked for a tag and asked at a nearby vet to scan for a microchip, but nothing turned up.
