Black tote bag found near Capitol Park, Sacramento

I found a black tote bag this afternoon around 2:15pm near the Capitol Park entrance on 15th Street in downtown Sacramento. It's a medium-sized canvas tote with a red lining and a small inner pocket. A few distinctive details stood out: a lime-green pen tucked in the outer pocket, a silver anchor keychain clipped to the inner zipper pull, and a faded panda sticker on the inner lining. There was a cafe receipt and a reusable water bottle inside, so I figured someone might be missing it.
