Gray cockatiel with yellow crest and leg band

I found a gray cockatiel this afternoon around 3:30pm in downtown Knoxville, perched on a bench near Market Square on Gay Street. It has a bright yellow crest and orange cheek patches, and there's a silver leg band with the number 042. The bird seemed relatively calm but a bit wary of people, and it hopped onto my finger and chirped softly when I held it.
